

Abstract: As the times is under going great change, spoken English becomes more and more important, and the primary period of learning spoken English should be given priority. Through investigation on oral English teaching in junior middle schools in QiYang county, the author finds that there are some problems in English teachers’ quality, the class management, the school environment for teaching. Especially, students themselves have not yet formed good methods of learning spoken English and they still have trouble in using the emotion strategy and communication strategy. All these problems exert a great influence on the quality of oral English teaching in QiYang county. Based on these data, this paper analyzes the factors affecting these problems, including internal factors and external factors. And at last some constructive suggestions and ways to improve oral English teaching are proposed.

摘 要: 应时代要求,英语口语变得越来越重要,而英语口语学习的基础阶段显得更为重要. 通过对祁阳县初中生英语口语学习现状分析与研究.了解到,此地区英语教师素质,课堂教学, 学校环境以及几个方面存在着问题.尤其此地区的初中生未生成合适的口语学习方法. 在情感策略,交际策略的使用也存在着问题.这些影响了此地区的英语口语教学质量. 在此基础上,分析了影响此地区英语口语教学的因素,即内在因素和外在因素,并尝试性地提出了地区中学英语口语学习的一些途径和方法.

Introduction
To be the high-quality citizens of the 21s century, one of the measure is to be able to speak English. In modern society, both men and women are learning to speak English. Actually, that is not surprising. With economic globalization, further deepen reforming and opening up widely, the 2008 Beijing Olympics and the 2010 Shanghai World Expo, an increasing number of Chinese learn to speak English. As a result, at the birth of one child, parents expect them to become English talent and are eager to send them to be trained in English training institutions. And the aged also begin holding English books, concentrating on learning English to catch up with the changes of the times. As a result, the number of English learners is increasing. Although the number is quite large, those who can exchange with foreigners fluently in English are relatively small. According to the investigation and research of the English authoritative international organization for several years, it has been found that among of English learners, 82% of them can not communicate with foreigners in English. Probably only 33% understand the simple meaning of what foreigners have said. Merely 10% of the populations can communication with foreigners in simple language, while those who can communication with foreigners fluently and freely is only less than 2% [1]. It seems to be appalling. As a result there is controversy between the high demand of high-quality of English speakers and their insufficiency. Then it is easy for people to doubt whether Chinese have some disadvantages in learning to speak English or not. We often hear that Chinese spoken English is “deaf English” or “dumb English”. The final analytic result of this phenomenon is that most of English learners do not lay a solid foundation in the primary learning stage. Once the habit of pronunciation is ingrained, it is difficult to change. With the increasing enrollment in university, the number of students from rural areas has been increasing year by year. Due to various reasons, their spoken English is at a disadvantage. When they enter university, they contact with others in English quite often. Now that their dialects are too heavy, what they speak leads to ridicule of others. Consequently, they fear to speak English in the beginning and are not willing to open mouth in the end. That results in a vicious circle. Of course, the author is also one of them. Until I go to university, I realize the seriousness of the pronunciation problem. The reason is that the oral English learning at the secondary school imposes impact to English learning in university. Moreover, spoken English in junior high schools in QiYang has been at a disadvantage for a long time. In order to find out the cause of the problems, I conduct a survey of oral English teaching at my Alma Mater school-BaiShuiSanZhong in QiYang. The purpose is to reconsider and improve the present oral English teaching. Such aspects as teachers, classes, school environment and the students considered, several effective means and methods to raise proficiency of spoken English in junior high school in the countrysides are proposed. It will help enhance oral English teaching and the overall quality of spoken English. As for students, it will help them lay a good basis on learning English in the future.
1 Investigation
The order of questions given in questionnaire investigation is arranged according to the importance of the issues. The questions that reflect the same issue are set as a group.
